Rika spent most of the earlier loops trying to escape her fate using a number of different approaches. We only see her after 100 years of existing that way, which is why she doesn't try anything special as she has already tried most approaches. (Though she still attempts to save her friends.)

And she lives in a small village in the middle of nowhere and is a 9 year-old girl. Her opportunities to learn and improve herself are pretty limited.

Actually, that was a plot hole that Ryukishi never addressed. If Hanyuu had followed Tomitake there would have been no mystery so Ryukishi swept it under the carpet.

(Which ironically led to retarded theories by fans that Hanyuu is secretly evil and did the entire thing to torture Rika. We can see Hanyuu's thoughts in TIPS and she honestly cared about Rika and did everything she could to save her.)

This. The VN gives you a ton of insight into the characters that you wouldn't get otherwise in the anime. The music is pretty damn good, too, provided you use the music patches.
