You know what tends to happen around that time? People graduate, leaving them temporarily with no education or work until they move on. This is especially true for people who just graduated high school, as college tends to start in August/September, and in June most people haven't applied yet.

In general, British usage of 'NEET' refers to temporary periods where youth are in-between stages of life, as opposed to the Japanese usage to indicate long-term NEETs.
