Anarchy doesn't work. There needs to be established rules so people are referencing the same rules when they do an action.

For example, when immigrants set up enclaves of their ethnicity in non-native cities it creates problems because there are different rules. Take islamic enclaves, Sharia Law is a unique set of rules that would cause major problems with other cultures.

Because of institutionalized racism, people who are discriminated against are unable to get these same rights as those who are not. In any case, a child who grows up in the projects and turns out able to go to a decent college is the exception rather than the rule, but it's a cycle that's hard to break.

As for the results of the other study, it could be that parents are allowing for other influences to change how they raise their children (ie, how when told beforehand that girls perform worse than boys at math, they'll do worse) and therefore causing the black kids to do worse than the white ones. It could also be a slew of unaccounted-for external factors. Are there a lot of racist people in that particular area of Minnesota?

I don't think you can prove that's genetic though, but that gets into a whole issue of how much of behavior is genetic versus how much is learned through environment, and that's difficult to determine.

In any case, the way that black people are treated in society today doesn't really help the matter any, to say the very least. I'm not saying that's the only reason either, but I think that if that were to be fixed via government reform and stuff like that, a lot of these statistics might change and no longer reflect such a wide intelligence gap/high crime rate.

I certainly wouldn't say there's any institutionalization of this overt belief and action, but I would say that adoption of certain racist thoughts is still alive in just about every first-world country today.
