Artists' second touhou is usually the one they stick with, if they haven't sticked with their first one that is. Once a touhou has gathered about 4 pages of his pixiv account then it's pretty much confirmed to ''stay''.

The thing is, the sample pool would consist of people who are interested enough to actually take the poll, and apparently many Cirno fans are not included in this category. That, or a lot of people do like her, but few people actually have her as one of their favorites
