The difference is this isn't the same kind of business. If this was, say, an African Cultural Memorabilia store and they only employed black people, that would make sense... but this is a store catering to Asian Pop Culture. There's no logical reason to exclude any race of people from their employ. What they sell has nothing to do with black culture, unlike a Chinese restaurant where having a Chinese cook would enable them to prepare and serve authentic Chinese cuisine.

Personally, I think it's doomed from the start because there just isn't a demand for this kind of thing in the States, but if you're going to do it, you should do it right. Well, I think out of 5 employees, just having 1 host is probably sufficient to start with, since the target demographic is going to be men. However, if a herd of fujoshi start descending on the joint on a regular basis, then by all means they should hire more to meet the need.

Not necessarily. Most artists/dancers/singers work in restaurants. You don't have to hire someone off Broadway. Any theater department college girl will do wonderfully for this kind of job and you could easily get away with paying them wage + tips.
