Well from what I can guess someone just saw the advice dog and it's countless spinoffs and decided to make a macedonian flag version of it. The result ended up in this background being used for everything.
What I like about it though is that it gives some kind of emphasis on the character, instead of having a retarded and overused theme joke like the advice dog spinoffs.
I may be wrong and they came up with it by themselves, though, but it surely does remind me of advice dog.

I dunno but at least the Hatate one usually has a wall of text saying some things that I don't remember now because my moonrunes are rusty. Usually our "have you done x today" are pretty straightforward. When the olympics started, I think there was a hatate thread asking if toshiaki was watching the olympics, and one of these days she was asking if they were brushing their teeth. Now for the ohayou, I'd guess that Futaba created them. I didn't really pay attention to who created them actually.
