I think it's that the rate of thread creation is slow more than anything else. If you only count the threads that stick around, anyway.

My guesses for why -

1. Users leave because /jp/ is retarded.
2. They aren't replaced because that pipe feeds into /vg/ instead.
3. Moderation policy (inspired by the "consistenty" retards) is to delete all "shit" threads.

Yup. And it's pretty obvious why. New topical threads don't get made because shitposters would immediately launch onto them and choke them to death. Shit and spam gets quickly deleted. That leaves us with maybe one new non-deleted thread per hour, on a good day, usually Touhou or some kind of general with established population.
