If you really see no essential difference between 2008-2009 /jp/ and /jp/ of today, you're either lying on purpose, blind or have a developmental disorder. Back then people were actually interested in on topic shit. No, they didn't always discuss it, but they were interested.

I like that we carried on SA's cynical mindset and some of their sense of humor. I also like their resistance to Web 2.0 bullshite that has plagued every other website. Other than that, SA really is shitty and has gradually gotten worse. If the current SA userbase saw early 2000s SA, they'd probably gather up the Goon Squad and invade themselves for being crude and politically incorrect, or for liking pedo anime such as Azumanga Daioh.

10000 is a nice even number, so it's not like I chose a specific page that would look bad. This is /jp/ two years and a couple weeks ago, about the time OP was describing. All that has changed are the names and memes. Instead of getting so hung up on how to "fix" /jp/, do exactly what the sensible people did then and do now, and stick to the on-topic threads you like. Report the ones that break rules. You are under no obligation to reply to bad threads.
