I made the change because it's annoying as hell to jump back pages on active boards and boards with a lot of stickies, and nobody seems to venture past pages 2-3.

I think only the people on /a/, /b/ and /v/ don't go past the first couple of pages, or even past the first page. But most of the site's traffic go to those boards, so it's not much of a surprise that moot would cater to them.

And while he's at it, he can tell people what "sage" means. I'm assuming he knows by now, and understands the merits of using sage properly instead of LOL BANNED FOR SAGING A MOD THREAD.

I agree about not forcing it, I just thought it would be a sensible incentive. Feels backwards the way it is now. Bumping should definitely remain the default, otherwise people would do the opposite of what you described and mass-bump to troll.
