I think it's the case where people think a VN is cool after it comes out, so they start translating it, and even though time shows said VN to be pretty craptastic, they stick to it anyway to avoid wasting the translation effort.

Look at the Wind project, for example. I doubt anyone working on the project was thinking it was so great by the end of it - they probably only started on the project because of the opening video.

One translator had to give up on the test because of difficulty.
One application is still being processed, we're looking into it.
One genius translator showed up, but bailed out quickly when I asked him to take the TL test. He "didn't feel like wasting time on something which is already translated".
One translator gracefully passed the TL test and already picked up the translation where we left off. Welcome aboard!
