I really want to make one, but I have no confidence.

It took me a very long time to learn basic Japanese. I won't disclose how much time it took me to learn what exactly, but let's just say I have never met anybody on the internet who has taken more time to learn what I have. Some did it in a week.

I have also been trying to lucid dream for the past five years, on and off. I would have weeks dedicated to trying to make it work, but it never does. Then I take a break for a few months, and try again. Still not one lucid dream.

How do I go about making a tulpa if I can't accomplish simple things?

The closest I got was actually believing my fumos had feelings and were real.

Then I had a mental breakdown and I started believing my fumos hated me, looked down on me, so I began to be sad and distant from them. I never treated them with the love and care I once did again.

Whenever I seriously consider this, I get really indecisive. I spend hours trying to create an ideal, trying to get everything I want out of a tulpa into one, but it always falls short.
