as for the program, it's an android app called 'Project Touhou Walk'
there are different versions it would seem, and you can choose the number of characters that walk around your screen. I'd like to think that the less characters you use, the less cpu and battery it takes.
also the version I use, the character will disappear after awhile even if you leave it on, but it doesn't stop you from restarting it to have them reappear again. (Usually I just have Hina walking around on my screen)
