The Japanese people and their Emperor were held captive and hostage by the military leaders. The people of Japan were actually starving because all the food and resources were going to the soldiers.

Also Truman had the chance to end the war without losing a single more American life. He chose the way that would lead to the least amount of deaths and damages to his own countrymen, and that is what a real leader should do.
