Actually, I am somewhat curious about the 'foo-san' videos that load in place of the actual ones. From what I can understand.infer from the text, it appears that either niconico is overloaded or some other type of limit is coming up. Anyone know what that is?

The same happened to me. I was blaming the new flashplayer update (FUCK), but in the end ir was adblock. If you're using it try disabling it on nico, or try adding these to the whitelist:
