Well it's for a specific purpose, and it does the job pretty well. Of course most people won't need it, just as most people won't need Morse code or sign language. But just as you may find Morse code one day and look up what it says with some chart, you might find yourself doing the same with the IPA.

It's fairly straightforward anyway. Just a list of sounds inside slashes or brackets. Get yourself a table like https://en.wikipedia.org/wiki/Wikipedia:IPA_for_English and figure out how it's pronounced.

There are some counter-intuitive symbols for English speakers, though. [j] is the "y" sound in English, for example. Also English doesn't have dedicated [θ] or [ʃ] letters, and it's probably never occurred to a lot of people that "ch" is a combination of "t" and "sh" ([tʃ]).

There's SAMPA if unusual symbols scare you and you prefer ASCII, but it's actually more confusing to read.
