Because western fandom's habit of refering to Madoka as "Goddoka" soulds like the Japanese word for the Japanese Fur Seal.
Also some Japanese get upset about calling Madoka a divinity at all, to the point that official spokespeople for SHAFT and Hobunsha go out of their way to call her Ultimate Madoka instead.
Hence someone on 2ch created Godoka the Fur Seal to make fun of both the English translation and those who want to deify her.
And then others jumped in with marine animal versions of the rest of the cast.
