You mean, if all of Earth was united I assume? Right now there aren't exactly many countries that could send a rocket to the moon, at least without a few years' preparation.

It's an interesting question how well nuclear bombardment would work on the moon. With no atmosphere to speak of, I would think that an air burst would be out of the question.

Anyway, a problem with spamming missiles at the moon is that there are very limited launch windows for any given mission. Both you and the moon people would be able to predict long in advance when you would next have an opportunity to launch.

A rocket launch is impossible to conceal from space, and it takes 8 hours at the very best to reach the moon. That's ample time for any sort of interplanetary defense. (One idea we had for this is lasers. In outer space, they have none of the disadvantages that they have in an atmosphere -- no particles to scatter the beams -- and unlike on Earth, you will have a completely clear shot at the missile as it travels straight towards you for hours.) Interplanetary missile bombardment would probably only be viable against a vastly inferior civilization.
