The west isn't one culturally united region anyway, so referring to "The West" as one region is a bit nonsensical to begin with.

The reason for why as you ask though.
The earliest use of the terms happens to be from some minor group of American game reviewers who weren't fond of Japanese games. So one of them essentially wrote a review where he claimed that Japanese games, JRPGs, were this and that, and that all other games WRPGs, are so much better because they aren't like that.

Both of the terms are actually surprisingly young and you don't really have to go much further back than 10 years to not see the term at all.
There were always more than enough terms to properly describe the games and their content. But ever since the birth of these terms they have latched on and survived due to elitists of fans of both sides claiming that "their games" are superior and "the others'" inferior.

Also this is 2012. Ever since 2001 people have been getting their opinions more on forums and IRC than from reviewers. The difference is they get paid to review shitty and good games and usually have to bump up the score as an industry practice. The consumer pays for them with their own money and will be more vocal and honest with their opinions about the game.

I deleted my post by accident earlier but this was the gist of it:

The way I see it we live in a age where we should be relying on the opinions of forums, IRC's and user reviews rather than professional journalists. I have been living under this is idea since 2001 but I think it became clear just how bad modern game journalism is when Jeff Gerstmann was fired from Gamespot in 2007 for simply telling it how it is.

For games like Atelier Meruru there is no reason at all to expect professional journalists to get it and they will obviously hold it up to the standards that other games have set before it
