Her real wings got burned off and she was just left with the "stems". She hangs crystals/jewelry from the stems because she wanted to "fix" her wings, and she thought they looked pretty. Like most touhous, she does not actually need her wings to fly.

Only if she can get in range for the poison to take effect. Youkai can be just as good at magic as anyone else so she only has an advantage over youkai that fight mostly with their body. Also, even if all youkai fought in close quarters, she'd still have competition from humans, gods, and whatever else isn't youkai.
