IPv6@Futaba is the only board there that doesn't block non-Japanese IPs.

If your ISP doesn't support IPv6, try using an IPv4 to IPv6 tunnel such as gogo6.

Basic run-down is that IP addresses are assigned with a limited number of values.

"IPv4 uses 32-bit (four-byte) addresses, which limits the address space to 4,294,967,296 addresses."

They started revising the IP version from 4 to 6 (don't really know the details about version 5) by changing the address values from 32-bit to 128-bit, which means a significant increase in the amount of identifiable computers that can connect to the internet.
