You could sell it with the consistency of water, but with a packet of thickening agent that would turn the bottle into something more akin to semen. Some people would combine the packets of two or three bottles.

But those who didn't want the thickening agent would be paying for something they wouldn't use.
It should not be included, but sold separately.

That would be an added logistical concern, and could lead to frustrating situations where you could have plenty of thickening agent in stock, but none of the actual beverage.

If it were cheap enough to product, it would be akin to including ketchup with a fast food hamburger. There if you want it, but no great loss if you don't.
