SoPM shows how Byakuren lets any shit happen in the Temple showing how she really doesn't give a fuck about pepole. Miko technically wants to eradicate all youkai, doesn't she and not all are even particularly bad. Kanako seems like she'll do anything to gain faith regardless of her followers being human or youkai, as long as she's gaining faith, she doesn't seem to care about the outcome. And technically, the more she tries to revolutionize Gensokyo, wouldn't that mean people wouldn't believe just use more science and stop believing in gods? Wouldn't she technically be screwing herself over? I really wish Reimu would finally put these whores in their place and go full dictator on them already.

I still didn`t read SoPM entirely, but judging by your vision, I would say that Kanako is the most evil touhou. Usually on anime, games, and even books, the greedy character is usually the antagonist of the story, so if Kanako is willing to do everything to gain faith, she should be dealt with as fast as possible, since she would kill anyone to achieve her goals.

In a small, secluded place like gensokyo, I'm sure people will still believe in gods while having electricity and a proper sewage system as long as youkai are still around.

Okuu only went insane till Reimu slapped some sense into her. And all she ever did was make empty threats like most Touhous. Both times she went to the surface she was well behaved like any other Touhou. Actions speak louder than words.

Yuuka isn't evil, she is just interested in fighting battles with interesting people. Honestly, if you are weak, she would most likely ignore you, see the published licensed works.

The ONLY pure evil character in canon is the Saigyouji Ayakishi, and that's not so much a character as an evil tree.
As for the most malicious, Medicine seems like she would fit. Even though she isn't very powerful, she seems to have nothing but resentment towards humans and has zero qualms about killing them.

I wouldn't really say Medicine is an evil Touhou, because she's a very young youkai. She doesn't really know about the world or about herself, so we can`t really say anything about her.

Now for Cirno, I think I recall her saying that she would love to wage war against humans, but as I've said before, she's dumb, so she probably doesn't even know what she's talking about. And Okuu, well, she did say that she wanted to kill every kind of life existence in the beginning of her dialogue, didn't she? That's why I was willing to consider her, but she was pretty much crazy with her newfound power, so I don't really blame her.

depending on how you want to see them after reading SoPM, they're all about the same though. their conflicts create some sort of stability within gensokyo, which is good. none of them have the means to be evil because all of them exist.

I'd say Kisume is the most evil because she is an underground youkai lacking a fearsome ability along with what ZUN said about her and her newspaper article points to her being an absolute bucket.

The only character ever described as "evil" (悪) in Touhou is the Saigyou Ayakashi, a sealed youkai that causes humans to commit suicide.

Even Yuuka is just described as "youkai-like", and Utsuho is described as "bird-brained but not really dangerous" as she was just misguided.
