There are multiple languages used all throughout Gensokyo as evident by the names of some of the spell cards.

Some touhous like Yukari have been around long enough to probably be able to speak EVERY language spoken in Gensokyo if not the world

Any Youkai with the ability to get to the human world will more than likely have to be able to speak at least modern japanese which your average /jp/ er knows at least a few words or phrases
