You have three paths
1 - Easy path
Start with IN, MoF or TD.
2 - Normal path
Start with EoSD.
3 - Hard path
Start with HrtP.
4 - Very Hard path
Start with SA, and then go to SoEW, UFO, PoD.D. You can only progress when you fully 1CC each one of them at least on normal.

Those paths are actually more suited about what kind of difficulty do you wish to pass through. The easy one has the easiest touhou games out there, the second one is the usual order that most people follow (starting with the most popular touhou and then going in chronological order). The third path I think it's more suited to people that really really want to know a lot about Touhou, that are actually prepared to play the older games. They feel very different from the windows games, that's why some people don't really like them. The fourth path is for people that are experienced with shmups and have experience, or people that want to frustrate themselves until the end.
