She's urinating through the small pores in the pantyhose's fabric. Generally you'd expect a much less controlled stream once it passes through the stockings-- you'd think it would spray outside the perimeter of the glass, at least-- but in this case it looks as though the artist took some creative liberty in order to emphasize the main point; and there's nothing particularly wrong with that, as art in itself is an expression of an ideal, not something you, as the viewer, should try to superimpose on your actual reality.
