There's really not much to go on canonically for Flan. What do we even know about her? That she's blunt with her words, sort of snarky in a deadpan way, and may or may not enjoy scaring bunnies? There's really nothing to base fanon craziness on, she's no quicker to attack than anyone else in canon.

Remilia though has a very fun and whimsical personality. She's smart and self-aware, but likes to have others view her as a scheming evil creature. Remi just likes to have fun, and pretending to be a JRPG villain is her way of having fun.
