Right now neither Okuu nor the Palladium that Reimu summoned are being used to make power.
Okuu is just roaming free in old hell while Rin and Satori watch her for signs that she is going on another power trip.
Since she is linked to the sunspot cycle, I guess she will go on another rampage every 11 years.

The stars doesn't gain power, just fluctuate, her power was established once she ate Yatagarasu, and about the skill at danmaku, Zun tried to make her look kind of silly so I don't think she would get huge tactical power ups.

I know it's just a movie and all, but in Spiderman 2, when Doctor Otto Octavius created that small ball of energy (which I am guessing was a fusion reaction), nobody seemed concerned about the heat or radiation levels at all when he was containing it. Does that mean it's relatively safe if controlled properly? And Isn't it basically the same thing that Okuu does?

Nuclear fusion is relatively less poisonous than fission but still very dangerous and much more powerful in terms of released energy, there's not material on earth that can hold a nuclear fusion heath, if anything like that did blow in a small radius any not heavy heath resistant material would be vaporized, humans enter in that category.

you may get a few hundred gram out of a kilogram of that hydrogen to fuse, the rest will simply disperse or burn in air
