Speaking of which, where do I start if I want to learn music theory? And I always see artists being told to study anatomy, theory, etc but I've never seen a musician being told off to restudy theory and fundamentals. What's with this double standard?

Drawing isn't really about making clean, smooth lines, or motor control. It's about placing the correct shapes in correct places. In other words, it's not about the action of drawing itself, but knowing what and where to draw. Even if your lines are messy, as long as you draw the correct shapes, it will still look good. A skilled artist can produce a good piece even with a mouse, or his non-dominant hand, or his mouth.

For example, in this picture the brushstrokes are rather messy, but the picture still looks good.

Also, of course clean brushwork tends to look better, but that comes with practice anyway. So basically, don't worry about it too much. Anyone can learn to draw well, even people with shit handwriting.

Coloring is great with photoshop because of all the extras it has.

But you can do great things with Sai as well in that department.

I use PS only for touch-ups, filters, levels and patterns.
You can save SAI projects as .psds anyways, so you can mix it up pretty well.

If you've got a style more suited for painting, PS is better overall. Easier to edit, more and better brush effects, easier to work with colors overall, and of course all the touch up stuff. SAI can do a lot of that too, but it's considerably less capable in the long run.

SAI is very friendly for lines and cel-shading, in my opinion. PS can do everything SAI can do for that kind of style as well(better really), but it's just not as convenient or quick.

"PS effects" is too vague a term and the amount of shit we could talk about could fill a book. Several of them, even. It depends on what you're trying to do with a picture.

If you have even the slightest vague idea of some effect you're trying to add, no matter how awkwardly worded, just google it.

Yeah, there's actually something sort of like that in the Adjustments panel. You can make a layer dedicated to brightness or saturation, and when you select those layers and place your cursor on a particular color(then clickdrag said color up and down), instead of moving the color along the canvas, it moves the color's value along the spectrum according to how far/fast you move it, and also according to the type of adjustment you were making(hue, saturation, contrast, brightness, etc.)

What I just described might be something completely different from what you're asking for, but if it is what you mean, you can Google it, I guess. I don't use Photoshop much myself save for after touches, but it's pretty useful for adjusting color values.

If it's the actual act of putting down color you're looking to shortcut, there really isn't one.

You could probably stab someone with a chin like that. Shoulders, arms and legs are too smooth, you might find it worth the effort to draw a few skeletons and learn where humans have muscles.

I also find the bulge under her skirt a tad unsettling. I realize it's probably meant as a fold but... that's not how folds work.
