zun uses the term "Shanghai Alice" for showing the combination of astern and western images, therefor Alice is not a character name.
also you need to know that theme wasn't originally her theme but a self-arrange one from the Dolls in Psuedo Paradise
and Meiji 17 is 1884 A.D. which Sino-French War happened and the year before the year Gensyokyo was seal off by the Great Hakurei border
