Well this has been going for a while. Google "japanophile 4chan" or something. Maybe site:dis.4chan.org or site:4-ch.net since those threads weren't purged.

Again, yes, it means someone who loves Japan, there is no doubt about that. It's just people use it as a tongue-in-cheek way of referring to, say, anime fans. Even the non-obnoxious ones. People used to poke fun at themselves a little, without stepping into self-loathing territory (if you can imagine such a thing).
