Why would they do that?

Japs are capitalist pigs. If they can make money, they will. There's a reason so few Japanese projects are open source. They refuse to make things free as in price, let alone free as in freedom.

It's more like that they know of Western fandom.
Western fantards are mostly known in Japan for ignoring all of the creators' requests, pirating games, plagiarizing art and stealing VSQ files to market the chug'n'plugged songs under their own name. To top it off, they're seen as arrogant about it, and (provably) spout gratuitous Japanese just to be cool.
Of course they don't want to distribute anything to you.
