Say someone was making an "explorer" type game inspired by Yume Nikki as homebrew for NES.

Is that a bad thing to make? Would they be preying on the other artist's work?

Uboachan's fangames board would be the best place for this, OP. Lots of folks are making YN-inspired games, but most are in some variant of RPG maker.
