I think that pic is referring to the whole PUDDI thing. Someone from /b/ made that picture, in an attempt to get /b/tards to get angry at /jp/. This ended up with us having a few days of /b/ raids on /jp/, but nothing too detrimental since the janitors seemed to respond quite quick back then. That image is just someone's attempt on getting idiots to raid /jp/, and has nothing to do with /jp/ itself.
