There was an awesome bargain figure store on the west side of chuo-dori in one of the back streets. South of white canvas somewhere. Last time I checked the place I thought it was at, on an upper level floor, it turned into a foot clinic or something.

It was a 9 mat sized room with a ton of cheap authenitic figures.

How recently was the change? I was last there last summer. It could have happened during then. If I recall the stores within a really close proximity to white canvas, there are 3 second story figure stores which had a really good price. i'm not sure which one you are referring to, but one of them I did get a really cheap Angel beats Yurripe figure for 3500yen.

Just went Akihabara yesterday myself to get my Reimu.
I think I know which one you are talking about.
It is north of the backstreet from Mandarake.
But there is 2shops there.
The one on the left is expensive as fuck. It has all the imas figs and the entrance there is a chihaya and miki 1/1 cardboard.
The one on the right of the road with a bishoujo girl sign is probably the one you are talking about.
Too bad it has quite a limited selection of goods. Half figs and half costumes right?
They are selling GSC Rider for <4k now and have most of the 4leaf clannaids figs.
Personally I prefer the stores along the main street and mandarake.
Check the 2F store near Softmap and the 4F store near the end of chuo dori main street. Superior choices and prices is about the same.
Just avoid that Imas store, super ripoff.

The half figure and cosplay store I believe is on the street with a lot of used electronics, on the west side of chuo-dori, on the east side of the alley. If I recall, its the 2nd floor. Its also quite close to a mostly touhou goods and doujin store on the same side of the street whose 1st floor has a bunch of touhou vending machine drinks. Both stores arent that small if I recall.

The store I am thinking of was on a west/east street, facing south. It was the size of a tiny 1 room apartment, and on like floor 4 or 5. Nothing but figures in there.

I went in the one with the cosplay once, it was kind of surreal to me cause they were blasting American rock music. I didn't see anything noteworthy while I was there though.

My best figure finds so far were the place on Chuodoori with the Mazinger Z out front, the Liberty one with the display case in front, and the new Lashingban one street off of Chuodoori.
