I was referring to all the "normal" anime and manga that gets released in America. It's full of underaged women in sexual situations, and even remarkably fanservicey things get released and no one cares.

I guess it depends. The law says it's okay if it has artistic or literary value. Plenty of non-anime works feature teenage sex and even nudity, though they do get a lot of bad press for it. There was some huge, infamous text file floating around that catalogued films which featured naked underage girls. It was kind of creepy in an autistic kind of way.

But yeah, I see what you mean. Even in the West not too many people would have a problem if a 12-year-old was naked in a film. It only becomes an issue when it's somehow sexualized, which is why Pretty Baby was controversial (despite being a good movie).
