Perhaps you're right.
I still like to think that she's at least part dragon. Like, maybe she's descended from a long line of martial artist youkai, who were themselves either descendants or disciples of the Rainbow Dragon, Hong. That might explain her family name.

Let's not forget, Meiling IS a pretty strong character, her danmaku skills just aren't that great.

Back to the matter at hand, though;
Dragons in Gensokyo.
We know Kasen has at least one or two young dragons. Then there's the Dragon (or Dragon God if you want to get specific) that appeared when Gensokyo was in turmoil, and it only disappeared when the Youkai Sages vowed to attempt to get along with each other. The same Dragon reappeared at the creation of the Hakurei Border.

As for other dragons... Meiling is a possible candidate, but we really don't know that much about her, and thus, we cannot make any solid conclusions.
Iku is an oar fish, which look reminiscent of dragons, but they are not dragons.

Besides sitting in their palace, for all their marvellous powers the dragons of Touhou don't really do a lot, though. Thus far all they've unquestionably done have been formalities - if you want to create a magical reserve and huge time capsule out in the Japanese wilderness, you call up the dragons to get the paperwork filled out and get your permit signed and stamped. Even if you are a monstrously powerful youkai with logic-warping godlike abilities.
Maybe it doesn't actually *need* to be done that way. But rules are rules.
