ZUN wanted to give us more info about canon, but he wanted to make sure it was all left up to interpretation. He wanted to make Gensokyo more interesting for us, but without violating the Gensokyos we hold within our hearts.

Therefore, instead of writing the encyclopedia himself, with his omniscient perspective on Gensokyo, he had a character with an infinitely more limited perspective write it, and then went out of his way to give us reason to doubt.

And for that reason alone, people hate her. It's sad.
