First of all, it's basically saying that authors are not allowed to have actives fan unless they work equal to or greater than the combined might of their fans. "Oh you released one movie? Sorry, but you can't have more than 30 fanworks. Release another and we'll raise your quota." Second of all, you're basically banning newcomers since you're making it a first-come, first-server thing. All of those art students out there painting their own version of the Mona Lisa should be shot immediately. After all, Da Vinci only made one Mona Lisa so you can't have more than 1 fanwork.

ZUN can't draw and even if he can tell a good story, an STG (at least not one in the style of touhou, where the only story is a prologue, a few lines for some midbosses, more lines for every boss, and the endings) is NOT a good medium for telling it. ZUN is only good for the gameplay and the music. The fanbase picks up everything else because the canon is so weak.
