I'm not an EXPERT PROGRAMMER so I can't really speak on its merits vs. Vim or Emacs. I just use it because it's what everyone else at work uses, and I think most of them use it because they can't speak English. But, it does do what I need it to do fairly well.

We use CentOS Linux on some of our servers, and Solaris on others. Our workstations are all Windows XP or 7 though. Most people use Firefox or Chrome for browsers, but occasionally people use Sleipnir. Most minor programs have a Japanese equivalent; FFFTP for ftp, TCP Monitor Plus for network monitoring, etc.

I use Japanese IME in Emacs sometimes, but it is bad. You end up hitting space for each word separately and the program has a bad tendency of giving the most obscure choices first. I'm not sure, though, perhaps it can be rectified with some alternative plugin or a dictionary.

If you want an actual random byte, you could do:

head -c1 /dev/random | cat foo.jpg - > foo_new.jpg

Or equivalently (might only work in bash, not sure):

cat foo.jpg <(head -c1 /dev/random) > foo_new.jpg

But again, trying this still gives me a duplicate file error. Not sure what duplicate detection method 4chan is using, since it's apparently not a simple checksum.

So you'd need to hack into his system to get the private half, plus setting up a keylogger to grab the passphrase to actually decrypt it.
