The reason engrish in anime sounds so shitty isn't just because they're shitty at it, it's because they try to sound like they're good despite being shitty.

Imagine being given a few lines to speak in a foreign language, and just enough time to learn to pronounce the words, but not enough time to practice sounding natural. That's pretty much the situation voice actors are faced with.
