For a long time I lived together with the princess in a mansion where history had been stopped for all eternity. For the first few hundred years, we led a hidden life and paid little heed to the passage of time, but ... one day, a lone youkai rabbit in white appeared, and everything changed.

I still don't know how that rabbit found us out, but it was the first event in Eientei's history since its establishment.

The rabbit told us that she was in charge of the Bamboo Forest of the Lost, and it seemed she'd always known we had been living there. Sensing my alarm, she said she had no intention of becoming our enemies, but would help make it easy not to be found by humans if we would bestow our knowledge on the rabbits.

That youkai rabbit took on the name Tewi Inaba, and now lives in Eientei.

Chances are, Tewi isn't as good at danmaku/fighting as Reisen, but it's not important.

Tewi is much more experienced, she may be carefree but she's lived for as long as anyone can remember and looks after herself. She's likely looked up to as a example for all the other rabbits to take life easy, enjoy yourself and not start unnecessary fights. She's not a threat to humans and she's not really under threat from anyone else, she's certainly in a better position then Reisen.

That's probably why. I am pretty sure the author of the wiki entry intended it to be derogatory, as they (paraphrasing) said "EVEN THOUGH she has more than enough intelligence to speak and has a human appearance, she is STILL AN ANIMAL, and the other characters regard her as such."

I'm guessing this would mean she's not really counted as a human being or a person in the eyes of other Touhous. Not saying Yukari is a dog beater or anything, but canonically, she isn't exactly as easygoing as she is usually depicted, like when she scolded Ran.
