It was an abhorrent horrible crime. I hope humanity learned from it.
But it's not the fault of new generations. A country is not a person, it's just a banner over millions of different people. In this case the responsible was the government and the individuals who took part. Just because someone was born in the same country as those people doesn't mean they are guilty.
People who deny it or say it was no big deal should not be forgiven though. Those are the kind of people that would repeat the same sins.
