It seems so, yes. For example, Marisa is a magic user, but it's said she has to work a lot harder at it then somebody who was born with magical ability naturally. There's also been hints that Marisa may become a youkai, and Alice - another spellcaster - only recently *became* a youkai.

So magic users of any stripe can become youkai through long dedication and use of their magics, but "magicians" as a race are those born with the power innate. In the D&D terminology you'd call them sorcerers.
