Yukari is always going to be Gensokyo's greatest troll. Back in IaMP she went around stealing everyone's drink just so she could piss off Suika and blackmail her into showing up.

Though I don't know about oppressing Reimu. Everyone does something to piss her off at one point of another, it's a new one to destroy her shrine at least, but as usual Reimu kicked her ass and got it fixed.

Now Suika on the other hand was a much better fighting game boss, she was much harder to defeat, had a awesome attitude and actually ends up getting the official ending of IaMP and being able to say she defeated Reimu.
