Okay then. She's a ghost. She died after falling into a well and her mother tried to rescue her and let a bucket down into the well, but the bucked was way too small for her and she was not strong enough to hold on it until she was out of the well again, the mother tried to rescue her with some kind of rope but since she couldn't swim and the well was deep she drowned before it. Now since she's in Gensokyo she got herself a bucket in which she's abel to fit into and is really happy, due to her exciteness and happiness she uses the bucket to do all kinds of funny things.

Yeah I know it's bad.

In my Gensokyo, the bucket is also a youkai and can turn into a cute girl, but she doesn't that often because Kisume becomes nervous and prone to crying when she loses her bucket and cannot find a quiet place to hide. She wants to be a reliable elder sister figure to Kisume, but can't help much because she's stuck being a bucket all the time.

She's also a lolicon and when they're alone, she does "weird things" to Kisume that the poor, innocent girl doesn't quite understand.
