There was a rumor a while back that the next game would be set someplace cold. A story reminiscent of 'The Thing', set in an isolated snowy village or some remote outpost could be great if done right.

Well, let's see.

There are a few necessary factors for the When They Cry games thus far.

1) It needs to be in an isolated setting.
2) It needs to be in an area where the truth of what happened there can be obscured.
3) It needs to have a power struggle between at least two factions.

I'd be interested in perhaps a school or hospital setting. Schools and hospitals appeared in both Umineko and Higurashi, but were never the real focus of either setting.

That one wolf story anime loosely associated with R07 was terrible so I think "isolated village area" is off the table and fully mined. A return to an island setting wouldn't be that great either.

Maybe a beach-side town if he needs to go that route. Something with a light house in the setting could be good.

1988 works for year.

That, or a 34 origin story might be interesting.

Higurashi and Umineko's history of the land that it was set on played a very important role in the mystery for both titles, so whatever the place does end up being, that should be considered. Also note that the title is important. Both seagulls and cicadas have very distinct cries that can be recognized by most everyone. The series has enough tropes to it that it can probably be boiled down to only having a few places that would really work.
