I think they need to be evil and you have to try to break up with them. Just go up and hit the breakup bottom with them all. If they keep killing you before you get them all, use the AAXPlay thing that comes with the Hongfire patch, you can set it so no one will talk to you on their own accord.

I tried. I broke up with like 10 of them, but they said they didn't want to break up with me. I ignored all of them, said "no" when they came up to me every time, I even picked fights with a few, which obviously resulted in me getting my ass beat, but the relationship status never changed. After a week playthrough I just gave up.
