Gandalf talks about this at one point in the book.

The reason is that Sauron had never even considered that his enemies would seek to destroy his ring.

The fellowship's only hope rested on that fact. Also, that's why it was imperative for the ring to be taken to Mordor by stealth.

here's some Tolkien terminology

Eä, the world that is (the cosmos)

Arda, the world, or planet or whatever, of which Middle-earth is just one part (the middle, obviously)

Eru, God

the Ainur, spirits created by Eru who created Eä per Eru's instructions

there are two types of Ainur, Valar and Maiar

there are 15 Valar, and they form a sort of pantheon of gods that rules Eä while Eru sort of sits back and watches

Morgoth (originally named Melkor) was the strongest of the Valar, he's the Lucifer/Satan character who fucked up the creation of Eä

and finally, the Istari, the wizards

the Istari were Maiar sent on a special mission to Middle-earth by the Valar to help Middle-earth defeat Sauron

there were five Istari, one white, one brown, two blue, and one gray

It's all based in the "faith == reality" mechanic. You've probably heard the saying that "history is written by the victors," right? Well, in Gensokyo, the reality of the past is actually shaped (in part) by that, because following generations believe the written records of history, and that's what Keine has great ability to fuck around with.

Of course Akyuu's line keeps their own histories, and there's all the youkai who've actually been ALIVE for those thousands of years of history, so the effect does have its limits. But still.

But memory is a fickle thing. Every memory is actually rewritten every time it's recalled. New associations are made, old ones are broken, and the details can become rather... fuzzy.
