I think this happens when the uploader is on a Mac. OS X's archiver usually fucks up everything.

First, add the missing dot of the extension at the end (.mp3). The tags are usually correct, so what I do is use foobar2000 to rename the files automatically according to the tags.

Has no toromi, the queen of denpa. CHS and Albatrosicks should be on it too. Maybe a list of denpa composers should be added (ARM, さつきがてんこもり, きくお, かたほとり, etc.) since they're usually more active than the singers themselves. でんぱ組.inc is another new group that's good. Although this is denpagumi's first album, they've been around for about 2 years and the members have changed a bit. And after their live on Christmas, Atobe Miyu will leave the group, so they are going to change again!

Personally I prefer the album version, because I like that it has solo parts instead of everyone singing at once.

Well, to be honest, old denpa (pre-2003 or something) was about weird songs, not necessarily cute. For example:

Pretty much, although it may be dangerous. All the Japanese fans of denpa and DJs I've met at Ustream and Twitter are really creepy fucks. From what I've been told, it seems they've gone through this:
J-Pop -> Anime Songs -> Character Songs -> Eroge Songs -> Idol songs -> Amateur idols who sing at Akiba and shit -> Denpa

Your time line is pretty good though, but most people I know at least never got into idol stuff (outside of seiyuu) and usually jumped into denpa from erogame songs. (Myself included)
Hard to say where it goes on the powerlevel list, I think just about anyone can like a few songs on the "lolllXDXD RANDUM YOUTUBE VID" level, but to be a connoisseur and really get into is a high level I guess. I think at that point you don't really care about levels anymore, at least I stopped thinking about that long ago.
