Would recommend a mid-sized Intuos. Very sturdy, so you could probably get a preowned one and expect it to last.
Tape some overhead film on the drawing surface and you'll save pen tips as well.

The touch part is gimmicky and just uses proprietary software for gestures. My tips keep wearing out, too, but I guess I like the rougher surface. Makes it feel like paper.

Size doesn't really matter? Bigger is convenient but getting a smaller tablet won't necessarily mean you'll draw like shit. All tablets take time to get used to.

Bigger helps a whole lot.
The closer the size of your tablet to the size of your screen, the better.
Try to maybe find something used id price is an issue? The older Wacoms are pretty sturdy, so it shouldn't be a problem.
